Dear Governor Hochul, Senate Majority Leader Stewart-Cousins, and Assembly Speaker Carl Heastie:

We the undersigned residents of New York - parents, would-be parents, workers and constituents who want an affordable concerned constituents ask that you get New York State on the pathway to universal public child care by:

• Implement a 3-K and Pre-K Guarantee across New York State ($2 Billion/year )

• Contribute to free child care for 2 year olds (2-Care) in New York City ($540 Million a year)

• Raise funds required to fairly get us on a pathway to universal public child care with progressive, sustainable and dedicated revenue (i.e by ending tax breaks for businesses and corporations with an increase to capital gains and corporate taxes )

Currently, only New York City residents have guaranteed access to free, public 3-K and Pre-k. Despite commitments from the State Legislature nearly 30 years ago, New York has failed to deliver on the promise of universal preschool across the state.  Governor Hochul has promised to  get us on a pathway to universal child care this year – and that should start with finally guaranteeing 3-K and Pre-K across the state and making 2-Care a reality in NYC.

Universal preschool would shift the cost from the individual to the state, save NY families $4 billion a year and help reverse the exodus of families from New York State.
